Where Saudi Arabia's Copilot skills push stands in 2026

Saudi Arabia tackled AI skills at national scale. The One Million Saudis in AI programme, known as SAMAI and run by SDAIA with the ministries of education and human resources, reached its million-learner mark in November 2025, and around 70% of participants were employees. Many Saudi workplaces now have staff who understand what generative AI is but have not yet used it inside their own email, spreadsheets and meetings. Microsoft 365 Copilot training closes that gap between general literacy and daily practice.

Regulation enters almost every rollout conversation. The Personal Data Protection Law, overseen by SDAIA, sets rules for handling personal data, and government-linked entities also follow National Cybersecurity Authority controls. Buyers therefore expect trainers to cover permissions, sensitivity labels and acceptable use as part of the course.
