HRD Corp, MDEC and how Malaysian firms fund GenAI learning

Funding shapes the Malaysian market more than any other factor. Employers can pay for generative AI training from their HRD Corp levy, and AI courses from registered providers are claimable under the SBL-Khas scheme. MDEC, the national digital economy agency, also runs an AI skills training programme that is fully HRD Corp claimable, giving companies a government-backed starting point alongside a fast-growing field of private trainers.

Beyond funding, Malaysian teams often work across English, Bahasa Malaysia and Mandarin, so multilingual prompting is a genuine requirement rather than a nice extra. Manufacturing, banking, government-linked companies and shared services centres are among the most active buyers. The Personal Data Protection Act 2010 sets the rules on handling personal data, and a sound programme explains how those rules apply when staff use AI tools on customer or employee information.
