CONTEXT

Japan's push for workplace AI and what it means for Copilot

The Diet passed the AI Promotion Act on 28 May 2025, and most of it took effect on 4 June 2025, creating a Cabinet AI Strategy Headquarters led by the Prime Minister. The act takes a promotional rather than punitive approach, encouraging adoption while expecting responsible use. Microsoft has added momentum by pledging US$2.9 billion for AI and cloud infrastructure in Japan and committing to train more than 3 million Japanese workers over three years.

Japanese buyers have plenty of choice.
