CONTEXT

Japan's AI Promotion Act and corporate ChatGPT adoption

The Diet passed the AI Promotion Act in May 2025, and most of its provisions took effect the following month. The Act created a Cabinet-level AI Strategy Headquarters led by the Prime Minister and gives the government a duty to develop AI skills across the workforce. Its emphasis is on promotion and voluntary cooperation rather than heavy penalties, which places real responsibility on companies to write their own guidelines and train staff to follow them.

The provider market is unusually broad. Large training firms such as Insource run catalogues of ChatGPT workshops, AI specialists like AVILEN and Skillup AI build structured literacy paths, and e-learning services including Aidemy Business support company-wide programmes. Business schools such as GLOBIS add critical thinking for working alongside generative AI. For global teams the gap is usually language: English-led sessions that still reflect Japanese business writing, meeting culture and the expectation that new tools arrive through agreed internal rules.

It is available but less common than Japanese-language options.
