CONTEXT

Why the EU AI Act turned German GenAI training into a compliance topic

Germany published its federal AI strategy in 2018 and updated it in 2020, raising planned federal AI investment to EUR 5 billion through 2025. The strategy paired research funding with workforce measures, including a national continuing-education strategy and the free KI-Campus learning platform. Those public resources give German employees a sound introduction, yet most companies still need in-house sessions that match their own processes, systems and approved tools.

The bigger shift arrived on 2 February 2025, when Article 4 of the EU AI Act began requiring providers and deployers of AI systems to take measures to ensure sufficient AI literacy among their staff. For many German firms, generative AI training moved from a nice extra to something they want documented. Works councils often have a say when new digital tools affect employees, and GDPR shapes what data can be used, so successful programmes tend to involve HR, data protection and IT from the start.

Article 4 asks providers and deployers of AI systems to take measures to ensure a sufficient level of AI literacy among staff who deal with those systems, taking their role and context into account. It does not prescribe a single course. Many German companies respond with tiered training and written records, and your legal or compliance team should confirm what is proportionate for you.

In many German companies, yes. Works councils often have co-determination rights when technical systems could monitor employee performance or change working practices. Bringing them in early, sharing the training content and agreeing on usage rules usually makes adoption smoother. A trainer experienced in Germany will expect this step and help prepare plain-language material for those discussions.
